I don't think you can apply for a logbook without knowing the reg number and DVLA won't let you know it just with a chassis number from...
On the reg doc the engine prefix is W- looking that up it corresponds to:
W 1700 90 66 1679 411 & 914 1970 to 71 80 Fuel Injection
When I had a 914 that needed an engine i couldn't find one...
