    I've just had a message from Paul about a nasty little regulation change that the government is sliding past under the radar. It's going to affect Micksrednova and me, plus anyone else who's building a car with a non stock chassis that will require an IVA test. And it will only be the thin end of the wedge...... The consultation is open for less than 4 weeks and the new rules would come into effect from July this year - so my project hasn't the remotest hope of getting done in time - I'd imagine Mick is in a similar position (though further on than me!).

    At the moment it's a consultation document, (so there's a chance to comment and have your opinions ignored...... ) But basically the proposal is to require any newly IVA tested car to conform to the emissions required for any new vehicle on the date of testing - regardless of the age of the donor vehicle/engine - so basically a garanteed and insolvable fail. And this is their idea, not something imposed by the EU.

    Probably worth nagging your MPs as well. Apparently there are downloadable letters to MPs etc available on a facebook page (can't help, I don't do facebook) but the links are there on page 11 of the Rods posting.

    It's supposedly about improving air quality, but the contribution from specialist vehicles is negligible in the true scheme of things. This is ridiculous government over legislating as usual.

    Hmm. I read about this proposal on the Pistonheads forum as well. Hopefully it will be overturned as it is completely unreasonable to assume that a kit car would always pack a modern engine. I understand that the classic car world will be similarly impacted, as any legislation of this type would not only affect new kit cars but also "continuation" series of GT40s, Aston DB4 Zagatos, Eagle E-types etc. Basically anything with carburettors.

    Please everyone add your voice to the protest, even if you are not directly impacted. It could be you next!

    Considering how I would love to go the way Alex and Mick have with their Pie Valley chassis and ANY ideas I would have would be directly affected, I have to agree

    Just to reassure any PVB builders and potential builders out there, this is a surmountable problem. I couldn't prove the age of my k series buggy - common sense is not a concept that IVA inspectors readily embrace, although some are ok at it when they try - so I had to pss 2017 emissions with a 98 engine. It was very close on the standard ECU, eventually an Emerald ECU with a loom adapter did the trick. It's available to PVB customers if they need it!

    Ed, I kind of assumed that would be the case, my biggest concern would be their trying to force a standard WAY above what an older engine may be able to reach...

    and... OYE that "review" questionnaire they have is WAY over my head on MANY area's... I pretty much ignored 80% of their questions and once I answered what I wanted to answer, was done

    Consultation closes on 2 March 2018

    Hi all,

    Just a wee reminder that the consultation on this closes at 11.45pm on 2 March 2018.

    I've seen some suggestions online that they've been getting a strong response from the kit car industry and enthusiasts, but we still need to do our bit.

    You don't need to reply to all the questions on their online questionnaire. I've just emailed my response to the appropriate contact (ivs.consult@dft.gsi.gov.uk). It's not perfect, but at least it's a response. If it helps, I've copied it below for you to use a basis for any response you'd like to submit.

    The proposal to introduce new legislation could greatly affect the kit car industry. Companies like Chesil, who fit air-cooled engines (with no real alternative) would find it very difficult, or more likely impossible, to pass the proposed emissions for the year of manufacture, and hence the future viability of such specialist companies would be in serious doubt.

    This Government consultation was only published this month (February 2018) but has an implementation date (for IVA) of 1 July 2018. Existing kit car builders would therefore be likely to get ‘caught out’ by this legislation since their build completion typically tales 2 or 3 years. They have families, jobs and other commitments which mean that perhaps only a few hours a week can be spent on the build. The proposed timescale for implementation is therefore totally unreasonable, since such owners may already have committed funding to an engine and associated gearbox and chassis.

    Typically there are very few kit cars on the roads, and their use is often reserved for special occasions, days out and perhaps limited touring during the summer months. It is not uncommon for these cars to have limited mileage insurance, typically 2000-6000 miles per year, with many not covering more than 1000 miles annually. The emissions impact by this small ‘fleet’ of cars is also insignificant, and does not warrant the heavy-handed controls that are being considered. The costs benefit analysis for the proposal appears to be focussed on 523 vehicles being introduced to the system, the majority of which are buses and HGV's. The number of new kit cars is not quantified but likely to be insignificant.

    I therefore strongly request that the section of the proposed new legislation relating to kit cars (ie paragraphs 4.10 to 4.13 inclusive) be removed from the document.

    Already done, and as you said, we don't need to comment on all the questions, I only answered the ones I understood and had a valid opinion on, INCLUDING the kit car regs they were trying to force down our throats
